This looks like a super beefed system.
I would be looking at the root cause of the slow down.
How much is it slowing down, at what stage and so on.
It might be consequential of different factors, not necessary exalate.
If things point to exalate - check out the configuration of the triggers and the processors. Aren't there any optimisations to be considered.

we have do ABA test, when Jira system slow down, it will recover if we disable exalate, and we can observer the usage increase of cpu when exalate start running
